Development of the Youth Digital Citizenship Assessment Scale: Analysis Based on CTT, IRT and GT

The improvement of teenagers’ digital citizenship is one of the most significant tasks, which can not only make progress on their literacy, but also promote their all-round development. The development of scale is the key to accurately evaluate digital citizenship. However, there is no appropriate scale to evaluate teenagers’ digital citizenship for China. This study explores the biggest conflict on digital citizenship evaluation in the current academic community, which is whether to conduct total factor evaluation or only examine key elements. At the same time, it also explains that the current digital citizenship evaluation tools and methods may have serious errors due to the limitations of scale evaluation and Classical Test Theory (CTT). It provides a reference for future research, so that accurate evaluation of the whole process and all factors of digital citizenship can be achieved. This study expands the theory and method of digital citizenship evaluation, and builds a high accuracy digital citizenship scale, which provides an effective reference for accurately evaluating teenagers’ digital citizenship and fostering digital citizens.
