Potential Application of HR Analytics to Talent Management in the Public Sector: a Literature Review

This study provides a literature review on talent management practices, with reference to public organizations. It discusses the potential benefits that those organizations can have from utilizing Human Resources (HR) analytics. The research papers were selected from a well-known scientific database, for which the publication period was between 2019 and 2022. Findings showed that the public sector is not proactive in forecasting and preparing for future human resource demands. Steps to be taken to develop a fair appraisal scheme in the public sector to enable promotions, career pathways, and training to be provided to employees. The public sector needs to consider the benefits of HR analytics utilization, which uses data science and digital methods to collect, scrutinize, and visualize complex data to offer useful insights. The study emphasized that more training is needed for leadership development in the public sector. Moreover, as more employees become aware of the use of HR analytics, they will begin to assert their rights, raising the need for openness and security. The study attempts to fill the knowledge gap in talent management research in public organizations and the potential benefits of utilization of HR analytics. Future research may be enlarged in scope and look more in-depth at models for HR analytics in talent management in both the public and private sectors.
