    A criterion to distinguish between voltage instability and angle instability is presented. Analysis of the WSCC outage of 2 July 1996 is given.     The author comments on the paper by W.E. Kazibwe (see ibid., vol.18, no.8, 1998). The author attempts to address the problem of common usage of the bad terminology, 'imaginary power' and 'reactive power'. He gives the correct terminology which should be volt-amperes reactive.
