Science and technology: exploring the new bureaucratic culture

The aim of this paper is to discuss the intersection of science, knowledge, informatics and technocratic specialization with power. What has been done in the last century was the division between the scientific-technological progress and the ethical progress. The responsibility does not belong to science, but to the political discourse. We often pretend not to see the fact that the technological spirit has influenced politics as much as business organization. This aspect of the political discourse, a discourse that diffuses and forms social change and evolution, renders the study of the phenomenon necessary in its substantial form, the communicative dimension.
