How to evaluate networked communication tools

This paper presents a new approach to evaluate networked communication tools that support or facilitate communications for community members. We propose a standardized scale based on psychological scaling of human need. We report the progress of evaluation of Public Opinion Channel (POC) within the framework of social intelligence.
