Evaluating the Impact of Cyber Attacks on Secure and Non-Secure Routable GOOSE Messages

This paper will evaluate the impact of cyberattacks involving Routable Goose (R-GOOSE) messages. This will be demonstrated when implementing it on a communication link based on the secured and non-secured Data Distribution Service (DDS). The proposed technique is introduced for fast and robust communication over the WideArea Network (WAN). The framework security is addressed by setting the DDS authentication, encryption/decryption, and adding permission access control mechanisms. The cyber-attack on the non-secured framework caused the tripping of multiple protective relays in the power system, eventually leading to a blackout. While the same cyber threat using the secured communication technique showed the system’s capability to deny such an attack. The attack’s impact on the power system dynamics was verified experimentally through Hardware-in-the-Loop simulation using a hardware setup and Matlab/Simulink software. The results showed that the proposed framework is fast, reliabale, robuste, and secure enough against cyber-attacks scenarios.
