On the Evaluation of Uncertainty Cost and Availability Benefit of Renewable Energy

Renewable energy benefit evaluation is the basis for solving pricing/clearing problems in the related markets. The core difficulty of such a problem is how to distinguish with the electricity benefits and the uncertainty cost brought by the integration of renewable energy. At present, some methods such as uncertainty marginal price, are used to evaluate the renewable energy uncertainty cost. However, on the one hand, problems such as transmission congestion are not considered properly in some evaluation method and thus, the evaluated reserve may not be dispatchable in the real operation. On the other hand, some methods are only valid for stochastic programming based methods. Therefore, a new evaluation method for renewable energy uncertainty cost and availability benefit is proposed in this paper. The evaluation method can obtain the uncertainty cost and benefits in overall scheduling periods. Transmission congestion is considered properly in the proposed evaluation method. Besides, the proposed method does not rely on the form of stochastic programming models, and thus is suitable for different stochastic programming models. The influence of stochastic programming models and renewable energy locations are analyzed in numerical testing, which shows the effectiveness of the proposed method.
