Inter-provincial RE Consumption Responsibility Transfer Based on Applying for Green Certificates from Receiving Province

Under the trend of China’s renewable energy (RE) development and electricity market reform, the two-level RE consumption market transaction system is deployed, and the method of promoting RE consumption in the inter-provincial transaction mechanism is designed. This paper analyzes the additional attributes and limitations of green certificates (GC) reflecting RE, introduces the current method of applying for GCs on the electricity generation side in China, and explains differences of applying for GCs on the electricity sales side and on the electricity generation side. By applying for GCs based on the RE purchase contract with RE sending provinces, the receiving province can obtain the RE consumption responsibility from sending province. And the transfer of RE consumption responsibility (RECR) can be achieved. The transfer of renewable energy responsibility initiated by the electricity sales side can improve the efficiency of renewable energy electricity consumption in the unified electricity market, and has an incentive effect to reduce the cost of renewable energy consumption.
