Two-level Inter-provincial Power Purchase Model Considering Consumption Weights Regulation of Renewable Energy Power

Under the new initiative of consumption weights regulation of renewable energy power, the provincial grid companies have to purchase more renewable energy power from inter-provincial market to meet the consumption weights set by central government and pass the yearly assessment for renewable energy consumption. However, in the existing power purchase models, the determining factor dominantly considered is the electricity price of inner provincial electricity market. Subject to the new regulation of renewable energy power consumption, the extra cost incurring among the interprovincial market should be considered. And thus, this present study proposes a two-level inter-provincial power purchase model considering consumption weights regulation of renewable energy power. Firstly, a monthly allocation model of annual consumption weights is proposed to obtain the monthly demanded amount of renewable energy power consumption. Secondly, based on the differences in various electricity types from both inner and inter-provincial markets, the concept of the peak shaving depth is introduced, and the monthly consumption weights are used as a constraint to establish a two-level optimization model for the monthly power purchase and generation plan. Finally, the validity of the model is verified by a numerical example.
