    In mid-February, the IEEE Instrumentation and Measurement Magazine was evaluated by the IEEE. The magazine is reviewed every five years, and the review involves researching and writing a report about the magazine and meeting with the group that evaluates the society's publications. It is also a time for those of us who work on the magazine to reflect upon the state of the magazine. As part of our effort to evaluate where the magazine stands and where it should be going, we asked the IEEE to survey our readership. The survey took place during late December 2011 and early January 2012. The IEEE Strategic Research group ran the survey and prepared a report for the society. The society is currently "digesting" this report, and it seems appropriate to share some of the highlights with you, our readership. View full abstract»

    The Kalman filter is one of the most widely applied tools in the statistical signal processing field, especially in the context of causal online applications [1]. This article presents an introduction to the Kalman filter; the desired signal and its corresponding measurements are modeled, the Kalman filter is formulated and presented with an intuitive explanation of the involved equations, applications of the filter are given in the context of speech processing, and examples of two popular applications in speech enhancement and speaker tracking are provided.     This is the final part of a three-part series on micro-electromechanical systems (MEMS) sensor technology. In the first part, a general introduction to MEMS sensing was given including the underlying principles [1]. Biomedical MEMS sensors were described and the principles of bio-sensing in a typical set of biologically inspired sensors were presented. The second part discussed mechanical sensors and their applications [2]. Some important issues of MEMS sensors were addressed, including the need to compensate for environmental effects, the Casimir effect, harvesting of energy for self-powered sensors, and the subject of sensor selection.     In this sequel, I examine power transmission and consider some of the equipment and instruments. Transmission equipment starts with towers, pylons, conductors, accessories, such as insulators, connectors, and splicers, and I discuss their importance. Special attention is given to the voltage limiting effects of corona discharges. The pros and contras of power transmission with alternating current (ac) and direct current (dc) are discussed. Methods of generating ultra high voltages are brought into focus along with the principles of operation one needs to understand to deal with the equipment and instruments used in high voltage transmission. Part 1 of this series cov ered the background of electric power and its behavior in power lines and included explanations of the conductors, corona rings, and spacers. View full abstract»

    Modern cellular wireless systems would not be possible without high-performance equalizers. Signal impairments introduced by the wireless channel can only be compensated for by using such equalizers. This tutorial serves as an introduction to the challenging design of equalizers. By introducing a general framework based on the Bezout Theorem, we show that the most sophisticated equalizer concepts can be derived, thus allowing finite length solutions to be found. Based on a canonical receiver structure, we also show how equalizers improve the Signal-to-Interference and Noise Rat io (SINR) under different sources of interference such as temporal, spatial, code and multiuser. We furthermore address the challenges of adaptive equalizers as they are currently typical solutions for low-cost devices. Although research on equalizers has been performed for many decades, we finish the tutorial with some open issues that are still keeping the field alive. View full abstract»

    In 2009, the Instrumentation and Measurement Society's International Instrumentation and Measurement Technology Conference used the slogan, "Yes, We Measure," a paraphrase of the famous quote from Lord Kelvin. But what does "to measure" actually mean? This question has been asked many times, and there are perhaps hundreds of definitions. Attempting to answer that question yet again might sound ridiculous or even audacious to academics more experienced than the humble authors of this text. However, without a bit of audacity, there is no scientific progress, and without subtle ridicule, there is no amusement in discovering nature's secrets. That is why we dare to ponder this problem again and put forward for consideration a statement that to measure means to make possible. However, such a strong course leads directly to the wonderful world of quantum physics or the logical realm of philosophy and might assign one as a strict empiricist or even a nominalist. As we are engineers, we are looking for a more practical definition, so we prefer to narrow its scope to a more utilitarian answer. Therefore, in this article, we look at measurement systems as a crucial part of a decision support system (DSS) which can shape rational judgment and ensure sensible progress in various activities.
