This is my last column as President of the IEEE I&M Society. My term expires on December 31st. The time has come to look back at these last two years and bid you all goodbye. These years have not been easy, but sailing the Society through the crisis -- and hopefully out of it -- has been a challenge and a great opportunity to reconsider and renovate our activities. The Quake-Catcher Network (QCN) is breaking new ground in seismology by combining new micro-electro-mechanical systems (MEMS) technology with volunteer seismic station distributed computing. Rather than distributing just computations, the QCN allows volunteers to participate in scientific data collection and computation. Using these innovative tools, QCN will increase the number of strong-motion o... View full abstract»

In this paper, types of electrical measurement apparatus based on bridge circuits are discussed. Instruments based on Wheatstone's bridge such as Christie's bridge, Leeds & Northrup Wheatstone bridges, Kelvin bridge and General Radio AC bridges are discussed. These instruments range from the most basic to ones with many enhancements. All of the bridges described and illustrated were donated by... View full abstract»

This article discusses about spread-spectrum technique, the goal is to deliberately spread the transmitted electromagnetic energy in the frequency domain and receive the user data signal using the same pseudo random code used in the transmitter. Critical advantages of DSSS systems are related to their ability to provide secure communication and be robust against continuous time narrow band jamming... View full abstract»

This article highlights the increased expansion and complexity of the National Bureau of Standards (NBS) from 1904-1922. Samuel Stratton led a carefully chosen group of excellent scientists to produce the principal source of science-based measurement standards in the U.S. The list of services to the public, academia and to Federal agencies broadened. They instituted the Standard Reference Material... View full abstract»

There are many measurement applications in which it is not sufficient to store the measurements. It is often necessary to prove that the stored data have not been altered since the measurement was made. In a previous column [1], we discussed the general theory of one of these methods. This column gives the details. The method has two basic steps. Given a sequence of measurements, first find a numb... View full abstract»

In this article, we will provide a brief introduction to least-squares fitting of data by rational functions by presenting Levy's method, a classical approach that is relatively straightforward in concept and easy to program, and which gives respectable results in a broad range of circumstances.
