    Two methods tor digital restoration of pictures blurred by imperfections of the optical system and by random noise are suggested. Method one is based on the a priori information that a picture has nonnegative intensity and leads to quadratic programming.     A delay-Doppler scattering function is presented for multipath propagation at 910 MHz from a vertical antenna 120 m above a street to a mobile vehicle on another street. The direct path between the transmitting antenna and the mobile vehicle was blocked by many tall (over 100 m) buildings.
