  • Technology Incubator Performance in New Zealand

    Business incubation and technology incubation is an area where new ideas are combined with resources and expertise in order to produce viable products and businesses. The business and technology incubation sector in New Zealand is relatively young compared to the United States and a government program administered by New Zealand Trade and Enterprise provides assistance to incubators by way of government assistance programs and targeted funding. Administration of the program requires incubators that are recipients of government funding provide information on their performance so that New Zealand Trade and Enterprise can assess the performance of the incubation programs. From this data a return on investment analysis is taken which provides indicators of the effectiveness of the incubation program. Due to the newness of the incubation programs in New Zealand, a limited amount of performance metrics are compiled for a comparative analysis. The paper presents performance indicators of the technology and business incubation programs supported by New Zealand Trade and Enterprise and discusses future metrics for a more detailed analysis of performance.   • E-Government Grid System Based on Multi-agent for Interoperability

    In this paper, we present e-government grid system to provide the seamless services to the public. The main goal of e-government systems is to promote the accessibility of government's information created by the various processing among the public sectors. The needs of sharing data and processes from the legacy systems are currently increased. However, it is difficult to convert the interoperable infrastructure from distributed and independent legacy systems in governments. Further, it requires more cost, labor and times to gain the advantages from the legacy. In this paper, we suggest the grid based integrated environments to use the distributed legacy systems in ease, as to solve the issued problems. The grid environments consist of a set of grid-middleware that connects to database and systems. The grid-middleware should be light-weight and flexible to guarantee the integrity of the independent legacy systems. Therefore we describe the middleware based on the multi-agents and consequently show data interoperation from e-government grid system through the integration of legacy systems.     As a group decision making issue, construction method decision-making is crucial to water conservancy project, however, there are many qualitative, fuzzy and imprecision information in construction method evaluation process that are main difficulties for decision makers. As for the traditional evaluation method, it only depends on designers experience to do evaluation at discretion and has no systematical evaluation framework. The gist of this paper is to propose a systematical approach based on fuzzy linguistic to solve design and planning evaluation issue that includes not only quantitative computation but also qualitative analysis, it could be an effective method for construction method decision making.     Through one study which collected data from Chinese telecommunication industry, a conceptual model of the relationship between perceived organizational support, job satisfaction and employees' intention to remain with their organization after industry restructuring was tested. It concluded that implementing training and development practice, offering promotion opportunities and providing interesting and meaningful jobs are important to perceptions of organizational support and job satisfaction which ultimately lead to the retention of employees after industry restructuring. Based on the contents of information service environment, information service organization, information service mode and information service strategy etc. it has summarized the already got achievements and made further thinking. So, in this paper, the author pointed out that the general trend of modern information service transformation development is multi-factor participants, more industrialized service, diversified modes and market-oriented operation. Nowadays information service transformation theory researches are falling behind the practical progress; and the information service agencies' reform is also lack of plan.   • Desulfurization Performance Study on Many Kinds of Load-Modification Fly Ash

    Sulfur dioxide is a kind of toxic and harmful gas, and will pollute atmosphere environment if exhausted directly. There are a lot of desulfurization methods so far. The desulfurization efficiency including many kinds of fly ash containing bag dust remover, electric dust remover and wet dust remover mixed with calcium hydroxide in the same mixture ratio, same hydrogen temperature and same hydrogen time is studied in this paper. The results indicate that the desulfurization efficiency between the modification fly gas with bag dust remover and with electric one is similar, and they are more efficient than wet dust remover, but less efficient than activated carbon.   • Gray Level Analysis Based on Gray Numerical Model of Air Pollution in Handan City

    Because of the uncertainty problem of pollutants diffusing in the atmosphere of Handan city, we monitor and put forward a new conception about air ground pollution belt, and get two-dimensional finite difference equation of air pollution. Meanwhile dispersion coefficient and wind speed are considered as grey parameters. One grey numerical quality model of air pollution is built according to grey theory and applies to the air pollution diffusing system of Handan city. Meantime analyze the important impact factors of the gray level. The results show the dispersion coefficient gray level, the wind speed gray level and the attenuation coefficient gray level can influence the concentration gray level. View full abstract»

  • Application of Data Mining in Classification Analysis of Safety Accidents Based on Alternate Covering Neural Network

    Application of alternate covering neural network in data mining is given to the classification algorithms, which overcome the continuous iteration and local minimum of traditional neural network algorithms. The calculation speed is high and it is able to adapt to high-dimensional data classification well. Through case study, intuitive geometric significance of alternate covering is used to structure classification. Comparing with BP neural network algorithm and the decision tree algorithm, it is not iterative and without local minimum, which improves the speed and accuracy of classification. It is concluded that the alternative covering neural network uses parallel processing capability which can achieve rapid calculation in order to adapt to data mining applications.   • Application of DM in E-Government Based on Combined Grey Neural Network

    Using grey system, satisfaction mining (DM) technology and radial basis function (RBF) neural network method, the combined model of grey system and RBF neural network is setup, which aims at solving the problems of E-government. The results show that, in short-term prediction, grey system is an effective way and RBF has perfect ability to study. The combined grey neural network (CGNN) has the dual properties of trend and fluctuation under the condition of combining with the time-dependent sequence satisfaction.   • Application of Grey Neural Network in Analyzing Disaster Prevention and Control in Coal Mine Based on CC and RBF-DDA Algorithms

    Prevention and control of the disastrous accident is the top priority of coal mine production safety. RBF and the combined grey neural network (CGNN) model are established. Combined with cascade-correlation (CC) and RBF-DDA algorithms, gas explosion impacting on coal mine production safety largely is analyzed. The analysis results show that gas explosion accident is caused by many reasons. The relationship between coal mine production and safety needs to be effectively coordinated. It is concluded that, at the beginning, CC and RBF-DDA algorithms are used to structure the initial hidden nodes to zero. Through the training process, the hidden units are added in the light of adaptive algorithm constantly. These units are of a higher classification accuracy and robustness, which, in the future, provides the basis for the deep application and study in coal mine safety and production.   • Evaluation of Input and Output Efficiency in Different Agencies in China Based on Data Envelopment Analysis

    In this paper, we use DEA-based method to build a relatively cutting-edge efficiency input-output function to distinguish between different agencies. Through the comparison on the efficiency of four different agencies, the results show that: colleges and universities, businesses and other sectors are weak DEA validity, and scientific research institutes for the DEA is invalid Comparisons of input-output efficiency shows: the most efficient institutions is colleges and universities, followed by other institutions, enterprises and R & D institutions.   • Shortwave Memory Power Amplifier Linearization Based on Tanh Neural Network Predistorter

    Shortwave power amplifiers (PAs) are usually considered as memoryless devices in most existing predistortion techniques. Nevertheless, in shortwave communication systems, PA memory effects can no longer be ignored and memoryless predistortion cannot linearize PAs effectively. By analyzing the characteristics of the power amplifier, an improved predistortion method for memory power amplifier is presented. The Tanh neural network predistorter is used, and its parameters have been adjusted adaptively using an indirect learning architecture.
