  • Evaluation of electronic public procurement solution for the FYR of Macedonia

    As EU directives require that all administration should perform their procurement processes electronically by 2010, an open-source application framework for building electronic public procurement (ePP) solutions was developed within the ELLECTRA-WeB project. As a part of this project the FYR of Macedonia adapted the ePP solution to support the public procurement lifecycle. This paper presents an assessment of the customized ePP solution for the FYR of Macedonia with a well-defined evaluation framework that follows the user through the phases of electronic procurement procedures. The objective of the study is to present the results of applying different evaluation methods to determine the quality, functionality and efficiency of the ePP solution that meet EU requirements.     Development of an information society is an important priority for many countries today. Governments are taking steps to give opportunity to every citizen to participate fully in the information society. However, every person cannot benefit from the information and communication technologies equally because of the inequalities in terms of economic, geographic and other related factors. Digital Divide is described as the inequality between individuals, companies and nations from differing classes in terms of access and use of information and communication technologies (OECD, 2001). E-Inclusion, which is described as being included into information society, aims to terminate the risks of digital divide. It refers to realize an inclusive information society, that is, an ¿information society for all¿. The aim is to enable every person who so wishes to fully participate in the information society. The Council of the European Union have been taking steps towards a highly inclusive information society in recent years. In this paper we aim to determine and identify possible policy actions, structures and applications to achieve a fully inclusive information society in Turkey which is a candidate country to membership of the European Union. By this way, it is aimed to increase the visibility of e-inclusion in Turkey and to raise the level of political and stakeholder commitment. Current official documents and government structures are investigated from the Institutional E-Government Communication Directorate and related public and private institutions are interviewed.   • Using of extract mixture from red vine grape seed and selenium content plant for human welfare in conditions of chronic irradiation

    As resulted Chernobyl accident large square of Ukraine was contaminated with radionuclide which added chronic irradiation of the environmental biota. Traditional radioprotectors are more affectivity in case influence of actual irradiation but did not maintain for protect of living organisms from chronic irradiation. Most of the classical radioprotectors that as cysteine, cysteamine, AET, glutathione, potassium gluconate, caffeine and et al compounds showed toxicity affect of organism based on keeping of long time of cells in hypoxia condition, blocking of cell mitotic cycle, variation in long time of peculiar norm of physiological homeostasis and delay of recovery processes of organism. It is topicality that selection and composition mixture are non toxicity and effectively natural protectors with prolongation of mechanisms defend action which applied may be decrease somatic and mutagenic affect of chronic irradiation. The obtaining dietary mixture included of the extracts from red vine grape seeds and chicory plants which content high level amount of selenium may been widely applied in the food industry and in the medicine. This phytocomposite perhaps noticeable decreased damaging by action chronic irradiation on the people which worked in conditions Chernobyl zone, in the depth coal mines and it was soften influence a several negative environmental factors.   • Prosthesis hand design — Part I: Virtual hand simulator

    Advances in bioengineering have led to increasingly sophisticated prosthetic devices for amputees and paralyzed individuals. In this work, a virtual human hand (VHH) is designed for prosthesis use and described in details. EMG-driven VHH is to be made of open source code, low cost, modular and flexible in structure. The custom-made nature of VHH allows us to refine and develop it further to mimic human hand in a greater degree. Commercial prostheses manufacturers readily use EMG-based virtual hand simulator to train the limb deficit people before a real prostheses is being adapted to them. Therefore, VHH is to design to mimic a human hand in terms of appearance and motion dynamic. The developed VHH will be used a part of EMG-based hand simulator in future works. View full abstract»

  • Data mining cardiovascular risk factors

    Nowadays, Medical centers collect various data in different diseases. Investigating these data and obtaining useful results and patterns with respect to the diseases are the aims of using these data. Great amount of these data and confusions results from, are problems to reach considerable conclusions. In this paper data mining is used to overcome this problem and to gain useful relationships among risk factors in cardiovascular diseases. With respect to the spreading and the share that these diseases have in death they have great importance. The technique used in this work is classification with decision trees and the software is used, is CART. The target variable (class) is LDL (Low Density Lipoprotein) and 27 predictor variables are used for the classification. By applying data mining on data about 1800 people in city of Isfahan, Iran results show that the most important variables with regards to LDL are of the level of cholesterol, age, body mass index, APOB, triglyceride, (APOB/APOA) and smoking.     Biometrie template security is an important issue because compromised biometric templates cannot be revoked and unprotected biometric templates leads to privacy risks. This paper proposes a biohashing method for fingerprint templates protection using non-invertible transformations. Fingerprint images are converted into random bitstring. In order to explain activity of opioid peptides dermorphin, deltorphin I, deltorphin II, kyotorphin, neokyotorphin, hemorphins the quantitational estimation of its conformational properties have been made.
