Abstract
The author discussed the characteristics of the ideal library and two classes of problems facing a project like the operating systems library, i.e., cultural and technical. Technical problems include version management, system integration, language conflicts, runtime support conflicts, and overall comprehension. A library of operating systems modules that is freely available and is a subject of research and investigation on its own right is proposed
