Abstract
On 2 November, 2001 last, the Fundacion Iberoamerica-Europa (CIPIE) (Iberoamerica-Europe foundation), set in motion the project entitled: "programme for developing social infrastructures - basic health and education - in the Andean countries' rural environment" (Andean programme), thanks to cooperation grants from the Spanish international cooperation agency (AECI). To be conducted over three years, the project is seeking to improve the quality of life for the inhabitants of the poorest, most isolated areas of Peru, Ecuador and Bolivia, mostly indigenous populations, through improving services as provided by social infrastructures, specifically schools and health centres, by their electrification with photovoltaic energy and by undertaking socio-health and socio-educational activities.
