Blackouts in North America and Europe: Analysis and generalization

The paper describes the unique wide-spread power system blackouts that happened recently in the United States, Italy, Sweden-Denmark and other countries. The summary of observations and recommendations are made. The authors indicate the items already addressed in the Russian emergency control and protection system.
