Tactical military communications networks are dynamically changing systems with the paramount need for fast management of topology, traffic, throughput and delay. Modern performability techniques may be implemented for management and decision making in such networks and must operate in near real-time. In this paper novel bounding methods for performability of networks are applied using Monte Carlo estimation and fast hybrid techniques for reliability and reconfiguration. Object oriented software developed for the purpose of reliability estimation is described. A few examples of reliability assessment and reconfiguration usage in tactical environment are given
