The Circuits and Systems Society is governed by a Constitution and Bylaws, as are the entire IEEE and all of the other technical societies. We have not made a major change in the Constitution and Bylaws since 1972. The field of interest has been out of date. The officer arrangement was not sufficiently flexible to allow for officers among our many members in Europe and the Far East. There was also a number of other minor items not in accordance with present day operation of the Society. We needed to account for more than one Transactions and to align our technical committees with the active committees we now have.
