The outsourcing industrial Cluster is an open network embedding in the global value chain. Although China's outsourcing industrial clusters have achieved rapid development in recent years, they have to enforce their international competiveness to compete with international leading industrial clusters. From network perspective, the paper studies the type and necessity to upgrade of China's outsourcing industrial clusters, and proposes the upgrading strategy of China's outsourcing industrial clusters. Finally, the paper analyzes and makes use of the upgrading experiences of Bangalore outsourcing industrial cluster.
