Currently the Semantic description of Web service is mainly from the view of service function to describe the function, which lack of the definite description of the service quality, it causes the request hard to gain the lately service. Some draw into the QoS attribute description, but it release as definely. In fact the random of Web service lead to the QoS attribute value vary randomly. Based on the issue above, Web service description based on one of the popular frame currently, this paper put forward the system of service quality administer, automaticly renew the QoS attribute value, pose the ontology vocabulary of QoS. On this foundation, it raise the match method from basic description, IOPE and QoS,these three levels to achieve service discovery. at last, the experiment test the validity of the match method.
