In wireless cellular system, providing Quality-of-Service (QoS) control during hand-offs is highly desirable. In this paper, a method to estimate hand-off probability using statistically recorded history data of mobile phone's mobility (connection or hand-off) is proposed. By designing a special statistical database structure and casting a three-layer neural network on the history data, the cellular system reserves bandwidth for the hand-off mobile phones according to statistical background data, and then reduces the hand-off dropping probability.
