This paper introduces the first concept for DSRC (dedicated short range communication) cell design combining of mobile communication cell design. In terms of cell design of wireless communication, there is paper which explains cellular structure for urban area for UMTS. In current DSRC activities, there are many projects on going such as C2C-CC (car to car communication consortium) as for European Automotive standardization support activities, European DSRC projects i.e. PRE-Drive-C2X, National project like SIM-TD in Germany and VII (vehicle infrastructure integration) in North America activities. However all current DSRC discussion is mainly for safety application and V2V (vehicle to vehicle) communication design. But there is also V2I (vehicle to infrastructure) communication system between DSRC base station (RSU: road side unit) and vehicle (OBU: on board unit) and there is no cell design or discussion at this point. Therefore author brings UMST cell design concept theory to DSRC cell design architecture in order to how much vehicle in a cell and how long to connect in a cell for connecting network in a cell. This cell design is important for non-safety application such as map-update, infotainment and other internet service capability. In current DSRC specification such as IEEE802.11p, there are two types of channel definition i.e. CCH (Control Channel) and SCH (Service Channel). The CCH usage and interoperability test have been done in C2C-CC public demo in 2008. But SCH usage has not been discussed and tested yet. So this paper describes study and analysis for DSRC cell design, especially for V2I non-safety application. In first step in this paper, DRSC cell design concept with combining UMST cell design method such as Erlang formula for DSRC cell architecture. Then it guides practical DSRC condition of a cell with some real measurement wireless communication range of DSRC field test. This is one of good guidance for V2I DSRC cell design condition in future.
