In July 2001, the responsibility of demand-side management (DSM) program management was moved from the Korea Electric Power Corporation (KEPCO) to the government to manage peak load occurrence efficiently and to follow the changes in the global electricity industries. The government issued the 3rd National Electricity Demand Forecast and Supply Plan in which the portion of DSM was significantly increased. The government also issued a roadmap for Demand Response (DR) development to facilitate demand-side resources and to adapt market-based approaches. In this paper, the visions and targets in the DR roadmap were introduced. Also the strategies and effective plans to achieve the targets, and its timeline were explained.
