Because of the enormous economic development in China, the study on VOATT in one single route and one airport has been very important. In this paper, the VOATT model based on multilevel domestic fares is set up by welfare theory and relevant statistics tools. In this case, we can use the model to calculate the average VOATT of 100 representative routes in China and 10 typical airports. The government or enterprises have made some decisions by using the relevant results of the experiments mentioned in this paper.
