The main features of a new topology based on the Cartesian product of complete graphs applied to multiexchange networks are presented. A method of modelling a multiexchange digital network at district level in a national hierarchical network using the new topology is given, together with the performance and cost analysis for a particular district. A comparison is then made with a least cost network using conventional design techniques applied to the same district.
