The stochastic time delays in networked closed-loop control systems are inevitable and have a significant effect on system performance or stability. In this paper, the uncertainty of time delays is regarded as that of coefficient matrices in system state equations. Furthermore, NCS is modeled as an uncertain discrete-time model with time delays. Based on the model, the problem of stable control for NCS is converted to studying the robust stability of an uncertain discrete-time system with time delays. In terms of Lyapunov theory and LMI method, the sufficient conditions of NCS robust stability is deduced to be equivalent to solving a set of LMIs by static state feedback. Simulation results show the effectiveness of the proposed method
