Some preliminary results of a new approach to population control is reported. The frequency-domain model of population system is reviewed. Without any simplifications, this model has an infinite-dimensional transfer function with time delay. In the present study a reduced-order model is obtained and applied to the stability analysis of a population system. Algorithms relating the average fertility rate to the total population are derived and verified. These algorithms can be applied to population forecasting and the construction of population policy. Unlike previous approaches using functional analysis and nonlinear control theory, the present approach here can be understood with very limited exposure to classical control and linear systems theory
