This paper investigates the performance of three-dimensional flexible macroblock ordering (3D FMO), shown to outperform traditional scatter slice FMO. We analyze the performance of the 3D FMO with respect to the additional delay at the decoder as well as the effect on coding efficiency. These analyses are useful in identifying conditions under which either of the two FMO schemes are applied.
