Aiming at the difficulty of knowledge sharing brought by introducing different concept or terms in the different knowledge systems, we present a novel cross citation to apply domain ontology in CBR, and our primary contribution is to apply the novel strategy in the area of the tooling man-hour rationing and develop a domain ontology-based CBR system. Tooling man-hour rationing domain ontology (TDO), as the basis of knowledge structure, is developed and utilized to share domain knowledge; the concrete case knowledge is represented as the instance of the concept of TDO, the structure of knowledge can be evolved through reconfiguring TDO and the case retrieving can be more precise through combining the measure of concept similarity.
