Careful network planning is vital for the success of any cellular network operator. In this paper, the authors first review the state-of-the-art of commercial planning tools, which involve network planning experts manually selecting and configuring network elements. Then the authors discuss methods that can be used to automate the complicated 3G/4G radio access and core networks.
