This paper describes a forward link packet scheduler method for a high-speed packet data communication system. A proportional fairness method has been proposed to realize high data throughput. This paper proposes a modification to the proportional fairness method to add capabilities for adjustment of the difference of throughput among access terminals. In the proposal, the formula which computes the average transmission rate of the proportional fairness method is modified. The effect of the proposal is that it permits flexible adjustment of the unevenness of throughput per access terminal which originates in the position of an access terminal relation to an access point. The performance of the proposed method is analyzed from several aspects, namely, throughput per sector, distance characteristics of throughput per access terminal and transmission acquisition cycle by computer simulations. It has been proved in consequence that the proposed method has the expected effect
