Low-frequency electrostatic dust-wave instabilities in a plasma containing strongly correlated dust grains and ion flow are investigated. The effects of dust charge relaxation and strong Coulomb coupling are shown to be important in determining the instability behavior. The frequency and growth/damping rates of the waves exhibit transition behavior in the parameter space
