This paper presents a method to design power system stabilizer based on robust gain scheduling control theory. Power system operating conditions vary with system configurations and loading conditions in a complex manner. The gain scheduling control has been proven as a successful design methodology for nonlinear systems. In this paper, shunt load and reference voltage are chosen as scheduling parameters which directly reflect fluctuations of operating conditions. The power system is regarded as a linear system with scheduling parameters and a sufficient condition for stability and H performance is derived. The improvement of the dynamic performance of the power system is demonstrated by some numerical simulation studies for a variety of operating conditions and disturbances
