The communications quality differs between cells when there is traffic deviation in the service area of CDMA cellular systems. The variance in communications quality degrades the system efficiency. We propose a scheme that controls the transmission power to mobile stations (MS) in the soft handoff region to reduce the difference in downlink quality between cells. The power ratio to MS under soft handoff is adaptively controlled between base stations. The evaluation results show that the quality difference between cells can be reduced using the proposed scheme
