The necessity of the telecommunication infrastructure advancement is being emphasized according to the rapid progress of innovation of telecommunication technology and the information society. Efficient and cost-effective access network (AN) evolution to provide a seamless service to end users through fully interoperable AN is very important to achieve the goals of the Global Information Infrastructure (GII). In this paper, the concept and requirements for the broadband AN, to upgrade existing AN through interworking and integration are presented. The results of a techno-economic evaluation of AN implementation models are also shown
