Considers robust H-compensator design for linear systems that involve unknown time delays both in states and controls and time-varying norm-bounded parameter uncertainties. Sufficient conditions for designing robust compensators are obtained in terms of two Riccati inequalities which are not mutually coupled, through which a full-order robust H-compensator can be obtained. Finally, a small example is given to show the applicability of the proposed approach
