Providing appropriate service quality to fixed and mobile users in a non-geo satellite-fixed cell system

It is anticipated that future satellite communications systems based on non geostationary constellations of satellites will service mixed populations of users, some mobile and some fixed. Fixed users are rarely not to subscribe to a service not providing near non-zero call forced termination probability. The article presents a channel allocation procedure which eliminates forced termination due to handover failure for fixed users calls, and addresses the impact of a given proportion of fixed users calls on the required satellite capacity. It is shown that the presence of fixed users calls with the demanded quality of service leads to an increased satellite relative capacity, growing linearly with respect to the proportion of fixed users calls.
