In this paper, the quality-effective video transcoding technology between MPEG-4 Visual and H.261 or H.263 is proposed. Using the proposed technology, the quality of transcoded picture is kept higher than conventional technology (simply decoded and encoded) because of the use of intermediate data extracted from the input stream. The simulation results show more than 2 dB better picture quality at the maximum than conventional methods
