A novel method for detecting radar targets and clutter is proposed. The intrinsic difference in the spectrum of the fractal dimension Dq between sea clutter and the echoes from ship targets is extracted and used to detect ship targets. The experiments show that a higher detection accuracy can be obtained by using the spectrum of the fractal dimension Dq than by using fractal dimension
