A rule-based system to provide decision support in avoiding collision at sea is described. The approach is founded on the processing of radar data through a system of rules representing knowledge of the collision-avoidance problem obtained from international regulations and experienced mariners. Current performance indicates potential for a significant contribution to maritime safety.<>
