This paper presents a new method based on the optimization method for tuning the parameters of the power system stabilizers (PSS) to enhance small-signal stability. A general-purpose nonlinear programming package is used to minimize the real part of the dominant eigenvalue in the system without implementing the eigensensitivities. The basic control theory and the root-coefficient relationship for polynomial equations are incorporated for obtaining the equality constraints. The PSS parameters bound in a set are formulated as the inequality constraints. A comparative result for a small-signal stability problem validates the applicability of the proposed method
