Optical range electromagnetic field interaction with inhomogeneous transient dielectric and conductive media is investigated. New method for analysis of this interaction in 1D case for variety of media is proposed. It allows to solve direct problems as well as inverse ones reconstructing dielectric permittivity or conductivity time-spatial distribution by scattered field. Some special cases are investigated numerically. Possibilities of optical waves and pulses transformation (frequency variation, amplification etc.) by transient inhomogeneous media are discussed
