A wireless asynchronous layer polling system is considered for monitoring and control of city lifelines in disaster situations. In an experimental system, a number of household terminals are connected to a center station via 430 MHz and 2 GHz radio systems. PCs equipped with an RDB are used for communication control and data processing. Results of experiments assisted with simulation indicated that 260k household terminals could be monitored at a repetition interval of 7 minutes.
