This paper analyzes the performance of the ABR congestion mechanism in the presence of VBR (variable bit rate) traffic. The VBR traffic is modeled as an on-off model which alternates between active and idle periods. It also points out the essence of the instability of current control system, then presents rules for designing ABR congestion control algorithm
