A new vector quantisation algorithm is presented which fully exploits the interblock correlation of an image. For an input block, a predicted block from the previously encoded data is searched. If the prediction is good enough, only a flag code is sent to the receiver. The algorithm results in a significant reduction in bit rate with better picture quality, as compared to the conventional full-search VQ
