Processes by which positive ions are neutralized at a metal-vacuum interface are described. Assuming that similar processes apply to the neutralization of positive ions at the interface of a metal oxide with a dielectric liquid, the authors consider the viability at such an interface of a layer of positive ions. This is often postulated as the first condition in the initiation of electrical breakdown in the liquid.
