The commenter claims that there are both experimental and theoretical deficiencies in the paper by P. Burrascano et al. (see ibid., vol.74, p.1164-5, 1986) which he attempts to clarify. Experimental data presented in this paper contradict those presented previously. The theoretical deficiencies stem from a misapplication of previously published work.
