The scattering coefficients for the plane harmonic electromagnetic wave with elliptic polarisation that is obliquely incident on the statistically random surface of the layered-inhomogeneous arbitrarily anisotropic half-space are calculated in the first order of the perturbation theory in the case of a small height of the roughness. It is shown that in this approximation the scattering coefficients are expressed through the spectrum of heights of the roughness and through the “external” parameters of the anisotropic half-space with the perfectly uniform surface, i.e. through the plane wave reflection coefficients from the unperturbed boundary and the values of the dielectric tensor components on this surface
