Current mobile IP solutions like IETF Mobile IP involve efficiency problem especially when the mobile hosts usually move within a specific area and communicate with each other. The overhead of registration and packet transmission would congest the Internet. This can cause the delay, especially during the periods of congestion on the Internet. However the optimization proposal has to replace the software on every components of the Internet. The paper proposes a compromise scheme to eliminate the overhead to the Internet by making the border router aware of the mobility, which improves the efficiency within a local area network
